The whole thing with Roger Rabbit is that aside from the initial conceit that cartoons are real, their world closely resembles our own and would mirror it. Casting agents would probably take trips to Japan to look for new talent. Japanese Toons would've started coming over en masse due to their increasing popularity with audiences. Immigration would've started with Gigantor and Speed Racer in the 60s and ramped up over the years.
